Iowa Dot Road Construction Projects 2018

Starting at 5 am on Thursday, September 23rd, 2021, the Iowa DOT's contractor, PCI, will be completing pavement grinding in the southbound lanes of W. 1st Street at the Hudson Road intersection. In order for the contractor to begin, a temporary detour will be established utilizing Highland Drive and W. 3rd Street for southbound Hudson Rd. traffic, and W 2nd Street and Genevieve St. for northbound Hudson Road. The pavement grinding operations will be in effect for approximately two (2) hours. Flaggers may be present to direct traffic.

On Tuesday, September 14th, 2021, the Iowa DOT's contractor, PCI, will be switching the traffic signals on W. 1st Street/HWY 57 from the current temporary strung lights to the final permanent pole mounted traffic signals. In order for the contractor to begin, stop signs will be placed on all approaches while crews switch power over from the temporary signals to the new permanent signals. The traffic light switch will be in effect for approximately five (5) hours.

Beginning Tuesday, September 7th, 2021 at noon, the Iowa DOT's contractor, PCI, will be paving last center turn lane section on W. 1st Street/HWY 57 between Highland Drive and Francis Street. In order for the contractor to begin, a temporary closure of the center lane will be required. East and Westbound traffic will be shifted to the outside lanes, maintaining east- and westbound traffic on W. 1st Street/HWY 57. Turning restrictions will be in place for Westbound W. 1st Street/HWY 57 traffic and Northbound Hudson Road traffic. A detour will be established utilizing W. 12th Street, Union Road and W. 1st Street/HWY 57. The lane closure for this phase will be in effect for approximately three (3) days, depending on the weather. After the paving of the center turn lanes has been completed, head-to-head traffic pattern will go back into effect on the southern lanes of W. 1st Street as it previously was.

Beginning, Wednesday, July 14th, 2021, the Iowa DOT's contractor, PCI, will be starting the last phase of construction on W. 1st Street/HWY 57 between Highland Drive and Francis Street. Construction will be focused around the northern lanes on W. 1st Street/HWY 57 adjacent to the   Hudson Road intersection, North Genevieve Street intersection, and North Ellen Street intersection. Work will include underground utility related work, paving and Right-of-Way restoration. In order for the contractor to begin, a closure of the northern lanes will be required. East and Westbound head-to-head traffic will be maintained throughout construction. The intersection of W. 1st Street/Highway 57 and Hudson Road will be maintained throughout construction. The lane closure for this phase will be in effect for approximately two (2) months, depending on the weather.

 During the road closure, rural type mailboxes will be removed and temporarily relocated. The contractor will coordinate the location of the relocated mailboxes with the U.S. Postal Service. Normally, all mailboxes are relocated to the adjacent side streets. Once reconstruction is completed, the mailboxes will be returned to their original location. Please do not park adjacent to the relocated mailboxes. The residents will be responsible for removing any decorative attachments to the mailboxes and relocating any landscape plantings within the right-of-way. The contractor will be responsible for removing and temporarily relocating the mailbox and post only.

 During the closure, alternate garbage pickup points will be required for residents/businesses that normally place automated collection carts within the closure area. Collection carts can be placed on the open portion of the adjacent side streets, or along W. 1st Street as coordinated with the contractor and DOT. This should be done on the normal collection day for that particular street.

Beginning Wednesday, June 2nd, 2021, the Iowa DOT's contractor, PCI, will be continuing with construction by reconstructing the southeastern corner of the Hudson Road intersection and also continuing with work on the south side of HWY 57 between Hudson Road and Francis Street. In order for the contractor to begin, a full closure of the adjacent lanes will be required until paving is complete.

East & Westbound traffic on HWY 57 and North & Southbound traffic on Hudson Road will be maintained throughout construction. This construction will result in restricted turning movements at the Hudson Road intersection. Trailered vehicles should choose alternative routes to avoid turning at the intersection. The lane closures for this phase will be in effect for approximately one (1) month, depending on the weather.

For safety's sake, please stay away from the construction area. Heavy equipment will be moving back and forth on the closed section of street. Attached is a map of the closure area highlighted.

Beginning Monday, April 12th, 2021, the Iowa DOT's contractor, PCI, will be continuing with construction by reconstructing the southwestern corner of the Hudson Road intersection and also by starting removals on the south side of HWY 57 between Hudson Road and Francis Street. In order for the contractor to begin, a full closure of the adjacent lanes will be required until paving is complete.

 East & Westbound traffic on HWY 57 and North & Southbound traffic on Hudson Road will be maintained throughout construction. This construction will result in restricted turning movements at the Hudson Road intersection, trailered vehicles should choose alternative routes to avoid turning at the intersection. The lane closures for this phase will be in effect for approximately one (1) month, depending on the weather.

 For safety's sake, please stay away from the construction area. Heavy equipment will be moving back and forth on the closed section of street. Attached is a map of the closure area highlighted.

Beginning, Monday, March 15th, 2021, the Iowa DOT's contractor, PCI, will be starting the last year of construction on W. 1st Street/HWY 57 between Highland Drive and Francis Street. Construction will be focused around the Hudson Road intersection reconstruction and underground utility related work. In order for the contractor to begin, a closure of the northern lanes will be required for traffic signal work. Traffic control will be setup prior to the start of construction. East and Westbound head-to-head traffic will be maintained throughout construction. The lane closure for this phase will be in effect for approximately three (3) weeks, depending on the weather.

The intersection of W. 1st Street/Highway 57 and Hudson Road will be maintained throughout construction by use of a temporary cross over that was constructed at the end of the 2020 construction season. Construction will continue through the summer with closures of the southern lanes, as the west side, and then afterwards the east sides are reconstructed. Following in late summer, the northern half of the intersection will be rebuilt.

In order for the contractor to begin, a full closure of the inside lanes will be required until paving is complete. East and Westbound traffic will be maintained throughout construction on the far outside lanes. The lane closure for this phase will be in effect for approximately two (2) weeks, depending on the weather. For safety's sake, please stay away from the construction area.  During the closure, alternate garbage pickup points will be required for residents who normally place automated collection carts within the closure area. Residents located on the north side of W. 1st St./HWY 57 can place their collection carts on the open portion of adjacent N. Ellen Street, N. Francis Street, N. Division Street,  or N. College Street during this stage of the street closure. This should be done on the normal collection day for that particular street. Yard waste collection carts can be placed curbside at the same location as the garbage collection carts for Monday pickup. Yard waste may also be taken to the transfer station in any type of container when the transfer station is open.

Beginning Monday, August 17th, 2020, the Iowa DOT's contractor, PCI, will be continuing with construction by closing the northern lanes for pavement removal and underground utility related work. In order for the contractor to begin, a full closure of the northern lanes and the intersections of N. Division Street and N. Francis Street will be required. The intersection of N. College Street will allow for temporary right-in and right-out access, as underground utility construction allows. East and Westbound head-to-head traffic will be maintained throughout construction. The lane closure for this phase will be in effect for approximately ten (10) weeks, depending on the weather. For safety's sake, please stay away from the construction area. Heavy equipment will be moving back and forth on the closed street. Above you will find a map with the closure area highlighted.

 During the closure, alternate garbage pickup points will be required for residents who normally place automated collection carts within the closure area. Residents located on the north side of W. 1st St./HWY 57 can place their collection carts on the open portion of adjacent N. Ellen Street, N. Francis Street, N. Division Street,  or N. College Street during this stage of the street closure. Those who live between N. Division Street and N. College Street, not adjacent to the side streets, should place their collection carts in groups along the open section of W. 1st St./HWY 57. This should be done on the normal collection day for that particular street. Yard waste collection carts can be placed curbside at the same location as the garbage collection carts for Monday pickup. Yard waste may also be taken to the transfer station in any type of container when the transfer station is open.

Beginning, Monday, March 16th, 2020, the Iowa DOT's contractor will be starting the first phase of 2020 construction by closing down N College Street at the intersection of W 1st Street/HWY 57. In order for the contractor to begin, a full closure of N College Street intersection will be required. During this time, additional lane closures will be placed for private and public utility related work on the south side of W 1st Street/HWY 57 between Walnut Street and Ellen Street. East and Westbound traffic will be maintained throughout construction. The road closure for this phase will be in effect for two (2) weeks, depending on the weather. Attached you will find a map with the closure area highlighted. For safety's sake, please stay away from the construction area. Heavy equipment will be moving back and forth on the closed street. It would be advisable to stay behind the sidewalk on the property side during the reconstruction work.

1st Street Closure Map

After completion of the N College Street intersection work, starting as soon as Monday, March 30th, 2020, the Iowa DOT's contractor will start the second phase of 2020 construction by removing the southern half of pavement on W. 1st Street/HWY 57 between Walnut Street and Ellen Street for underground utility related work. In order for the contractor to begin the second phase, lane closures will be required as they work towards the west. East and Westbound traffic will be maintained throughout construction.

As a reminder, there is a public meeting on Thursday, March 12th, 2020 at 5:30 pm in the City Hall Council Chambers, 220 Clay Street. Iowa DOT officials and City staff will be available to review design requirements, expectations of the project, construction phasing, and the 2020 construction timeline. A large plan-view map will also be available for viewing for questions and answers by Iowa DOT and City officials.

In order for the contractor to begin pavement removal, a full road closure will be required. The road closure will be in effect for six-five (65) calendar days, depending on the weather. Starting in the 2019 construction season, the Iowa Department of Transportation will begin reconstruction of Highway 57, known as W. 1st Street, from Hudson Road to Franklin Street. The proposed improvements include removal and rebuilding of the roadway to a 5-lane roadway and replacing storm sewer, water main, and sanitary sewer. Construction will happen during the next three construction seasons. Below are the limits of construction for each year:

Phase I:Franklin Street to Walnut Street: July–November 2019

Phase I:Railroad Closure: July–early September 2, 2019

Phase II:Walnut Street to Ellen Street: April 2020–November 2020

Phase III:Ellen Street to Hudson Road: April 2021–October 2021

Once construction begins this summer, the contractor will work on paving and underground utilities between Franklin Street and Walnut Street. A temporary detour will be in place for approximately 60 days starting on July 8, between the blocks of Walnut Street and Iowa Street. This closure will be required for the reconstruction of the Iowa Northern Railroad's crossing. After the railroad crossing is completed, this section will re-open allowing at least one travel lane in each direction. Access to residential driveways will be maintained along with signs to business accesses throughout the remainder of construction.

The City of Cedar Falls and the Iowa Department of Transportation held a Public Information Meeting on Thursday, January 25, 2018, to discuss the proposed West First Street / IA 57 Reconstruction Project.  The project will consist of the reconstruction of West First Street / IA 57 from Highland Drive to Franklin/Center Street. The existing four lane roadway will be replaced with a five lane roadway that has a center left turn lane. The project will include improvements to the sanitary sewer, water main, storm sewer, and other miscellaneous roadway items.
